This book explores the administration of Roman provinces in Late Antiquity, examining the profound transformations that reshaped governance from the late third century through the early medieval period. The study traces the evolution of provincial administration in response to military crises, economic challenges, and social changes, focusing on the interplay between imperial policies and local governance. Beginning with the reforms of Diocletian and Constantine, which centralized authority and restructured provincial oversight, the book analyzes how these changes impacted taxation, military organization, legal systems, and urban governance. It examines the shifting roles of provincial governors, aristocracies, and the Church, highlighting their adaptation to the pressures of a declining Western Roman Empire and a resilient Eastern Roman state.

Through extensive analysis of primary sources, including legal codes (Codex Theodosianus and Corpus Iuris Civilis), contemporary histories (Ammianus Marcellinus, Procopius, and Zosimus), and epistolary records (Pliny the Younger, Sidonius Apollinaris, and Cassiodorus), this work reconstructs the administrative mechanisms that sustained imperial rule across diverse provinces. It explores the fate of provincial administration following the fragmentation of the Western Empire, assessing how successor states, including the Visigoths, Ostrogoths, and Franks, preserved or adapted Roman bureaucratic traditions. Additionally, it examines the Byzantine Empire's evolution of provincial governance, particularly the emergence of the theme system as a response to new geopolitical realities.
