Special District Governments in the United States by John C. Bollens situates these units within the larger framework of American federalism, distinguishing them from dependent authorities and clarifying their legal, fiscal, and administrative independence. Drawing upon legislation, court cases, Census Bureau classifications, field interviews, and case studies from across the country, he traces how special districts have arisen in response to pressures of urban growth, suburban expansion, and rural modernization, as well as the technical demands of service delivery that general-purpose governments have struggled to meet. The book emphasizes the quantitative importance of these governments and their qualitative significance in revealing the service-oriented dimension of the modern state.
