This thesis analyses the situation of potential brain drain' in Turkey on Information Technology Specialists in the context of globalization. This study aimed to try to reveal the factors behind brain drain from Turkey with evaluating causes of potential brain drain in Turkey. For this aim, "Migration to Work Abroad Survey" has been carried out in 2002 among a sample of 178 individuals who are defined as the potential brain drainer' by means of submitting web-questionnaire. Also, this survey has been supported with conducting seven interviews. This study has concluded that the position of potential brain drain' in Turkey legalizes itself with "dare to attach to globalization". This dare is a representation of "relative deprivation" that global cultural hegemonic processes create. This representation is itself a desire of satisfaction involving individual and professional extensions. The desire of satisfaction is highly correlated with alienation from divided selves and alienation from their environment for the Southern information technology specialists. Therefore, their position is in "everywhere" that is explained as their abstract diaspora' like a cybernetic one.
