L'urgence permanente est posée par la situation de la majeure partie de la population de la planète, qui vit dans des conditions innommables, dans d'immenses mégalopoles. L'urgence permanente vient de ce qu'il est impératif de penser ces conditions et ces agglomérations. L'été 2000, à l'occasion de la VIIe Biennale internationale d'architecture de Venise, un appel a été lancé en ce sens, par un architecte, Jean Nouvel, un homme politique, François Geindre, et un intellectuel, Henri-Pierre Jeudy. Cette équipe s'est associée Jacques Hondelatte, Matthieu Poitevin, François Roche et Rudy Ricciotti, pour inviter des acteurs et des témoins de tous horizons géographiques et intellectuels afin de débattre, d'échanger et d'initier un réseau capable de réagir et d'agir.

The permanent emergency lies in the fact that a majority of the world's population today is living in unspeakable conditions, in huge, sprawling megalopolises. The permanent emergency means that it is imperative that we face up to these conditions and confront these new cities. In summer 2000, at the seventh Venice Architecture Biennale, an appeal was launched to this end by the architect Jean Nouvel, the politician François Geindre, and the philosopher Henri-Pierre Jeudy. Together with Jacques Hondelatte, Matthieu Poitevin, François Roche and Rudy Ricciotti, they invited thinkers and doers from all geographical areas and walks of life to generate debate and ideas, with the aim of initiating a network with the capacity to react and to act.
