Manchester, 1956 - Sheila Kenworthy is a pariah within the City of Manchester Police. Confined to a desk or to family liaison duties, she is present at the scene of several disturbing fires in the slum neighbourhood of Grandview. Only she notices recurring oddities at these scenes, yet her colleagues ignore her. The force, mired in institutional bigotry, has no time for her. Still wounded by her past, she investigates by herself, leading to a series of harrowing discoveries.
