La surveillance des individus soupçonnés d'être dangereux semble être l'objectif que se sont fixé, pour se défendre, nos sociétés. À la fin du XVIII^esiècle le philosophe anglais Bentham imagine une prison circulaire où les prisonniers sont constamment surveillés par un gardien placé en son centre. Mais, après leur éventuelle libération, comment prévenir la récidive ? Sont convoqués la photographie, la fiche anthropométrique puis le bracelet électronique, mais aussi de nouveaux moyens numériques - localisation des téléphones, caméras de surveillance, logiciels de reconnaissance faciale...

On verra ici comment la surveillance s'est étendue à l'ensemble de la population, justifiant l'évocation par certains du tristement célèbre Big Brother qu'imagina Georges Orwell dans 1984.
