English summary: The Discontinuity Principle in Parliamentary Law The discontinuity principle has the effect that at the end of the electoral period the entire parliamentary business - mandates, organizational structure and proceedings - expires and must be renewed. The author shows what shift there has been in the justification of this seemingly radical principle across historical changes, how today's parliamentary practice deals with it, why it is not a mandatory principle, but, in conclusion, deserves to be included in the text of the German constitution. German description: Das parlamentarische Diskontinuitatsprinzip bewirkt, dass zum Ende der Wahlperiode der gesamte Parlamentsbetrieb - alle Mandatstrager, die gesamte Organisation und alle liegengebliebenen Beratungsgegenstande - verfallt, nur um in der neuen Legislatur in sehr ahnlicher Form neu zu entstehen. Der Autor zeigt auf, dass sich dieses Prinzip uber alle Umbruche in der Geschichte des deutschen Parlamentarismus erhalten hat, weil es eine bereinigende Wirkung hat und die scheinbar radikale Erneuerung durch starke kontinuierliche Effekte in der modernen Parlamentspraxis abgemildert wird. Obwohl das Diskontinuitatsprinzip kein zwingendes Verfassungsprinzip ist, hat es sich bewahrt. Es gibt dem Ende und Neubeginn der Wahlperiode jedes Bundestags erst die volle Bedeutung und schafft so eine leicht nachvollziehbare Ordnung, deren Wert in einer Demokratie nicht unterschatzt werden darf. Daher sollte die Geltung des Diskontinuitatsprinzips durch eine Normierung im Grundgesetz unterstrichen werden.
